I suspect they are too far down the two stage expansion route now, that to change it might actually cost more, and result in significant delay.
I also very much doubt the delay in announcing financing is anything to worry about. The preferred party probably just has a couple more approval steps to go through. Easy to speculate many little details that may delay things.
