Basically, we can't fund Musuma without putting ourselves back in the same vulnerable position we were in after M2, the kitty being empty at the end of it.
They won't do that for obvious reasons (the instos/sophs blatantly torpedoing the sp after M2 down to the raise price, and then again so the SPP failed to where we sit now), hence the wait so far.
We need the Farm in done and dusted, and the PSA is holding that back.
