I think Bob has enough on his plate at present re merger etc. His priority is to increase production, and make money. I am pretty sure he would love to merge with another miner, if it was good for HGO shareholders. There will always be struggling, under capitalised companies to look at in the years ahead. His hands are tied at present, as has no money. Also Bob would be aware he has many frustrated shareholders.
