you forget one very important detail
he got enough of the ADs to vote for it - he got his GST, the ADs got destroyed. The electorate did not vote for the GST. Howard lost the election on 2PP but won enough seats. He did not win the senate. He had to do a backroom deal with some of the ADs. That is the only way he got it through.
