Once they've proven up the design they will need to build a an array somewhere. 5 MW has got to be the bare minimum for a demonstration plant, but maybe they'll be limited to building only as many as they can come up with the finance for, so yes, maybe less than 5 MW is a possibility.

A carbon tax in 2012 is not going to make very much difference right now, but bodes well for the future.
