Every punch in a fight counts - it needs to hit its mark or draw a weakness - and each costs the fighter energy. Every bullet counts. Every missile we shoot to hit another has repercussions like falling shrapnel (sometimes small and sometimes the size of a car or bus). It's to do with conservation of weapons as well as safety in the ground.
