You wont get any meaningly upwards movement whatsoever unless and until funding is resolved. We need money to start our P3. We have some in the bank, not nearly enough. It is too risky to start a P3 without a virtual guarantee of funds, at least up until some confidence point. In my view that's at least Interim.
