Oddly, you disputed that there are no Muslims in China by indicating that in fact there are about 2500 and then criticised by having a go at maths skills. In the scheme of things 2500 people piles into insignificance given the overall population of China but of course over time people will procreate.
60% plus 40% adds up to 100%. So, if a figure of 60% of something isn't doing something then it follows that the rest, being 40% may. If one refers to 1000 deadly missiles being fired then 600 may be duds or miss any intended targets but the rest could be very deadly or at least destructive should all hit a target. But of course not all 40% may be accurate and then are wayward 'unintended' possibilities.
But one wouldn't want even just one single nuclear bomb to get through to any city, anywhere - the damage caused by such would make the 400 missiles causing damage pale into insignificance.
Sadly, there are plenty of itchy fingers willing to do such detonations - of course only one side has the justifiable cause to rid the world of terrorism.
