Hi Phanto….in my humble opinion if the government doesn’t lodge I believe they are effectively conceding defeat. I’m sure there would be an announcement if the government decides not to lodge. Either that they have decided to approve PEP 11 or that they are negotiating with DB and others. We only have two days to find out!
