The OTC is following the ASX because the brokers and market makers are acquiring stock cheap on the ASX and selling it on the OTC, it is quite simple really. If you watch the OTC trading volumes throughout the night, you will see that the market makers dump whatever stock they have at a price that delivers them a healthy profit. The Americans are happy to buy at cheap prices, can you blame them? The Australians are happy to supply the brokers/market makers ate cheap prices, can you blame the buyers for wanting to but as cheap as possible and sell for as much as possible?
Until the selling at low prices stops on the ASX, the OTC market will always just pay what the ASX close price was, the Americans are not stupid and i don't believe they wake up every morning and ask themselves, 'should we bid DTREF higher and make Australians richer today?' No, my guess is that when the Americans ran the stick to the equivalent of Australian 30 cents and the Australians supplied the market at sub Australian 17 cents, the Americans realised that they were dealing with a relatively stupid set of traders that really don't understand how to create upward momentum in the stock.
I imagine that the Americans are now accumulating and holding and will continue to but cheap so long as their are weak holders that want to sell chea. Once they have accumulated enough and the Australian volumes die down before having another go at moving the share price up
