Muddy, that certainly looks a bit radical, is it in Australia. Most of it seems too steep for heavy machinery but I can't see any evidence of stumps or fallen logs. It would have been a waste of time and money to clear right down into the valleys as well.
I have visited the Macintyre wind farm just west of Warwick in traprock country and know some of the landholders. They use the access roads for mustering and their sheep camp on the flat areas under the turbines. There are no big trees on traprock ridgelines so that was never an issue.
