On a macro level I would generally argue No. On a micro and individual stock not market level however I would argue Yes. Does the phenomenon apply (equally) to both an upward and a downward move? No. Why not? Because human behavior is such that many of us are wired to react more strongly to negative news or sentiment than good. Wider market data does show however that stock price jumps during regular trading hours without an announcement or globally transpiring event like we have seen these past two trading session are extremely remain rare.
