My guess is the uncertainty that came with the announcement.
Who pays , how much etc ? Too many questions , no answers.
Deals yet to be done with various lobby groups , that's even if it gets through.
It must make it pretty hard for forward planning.
On Inside Business ( ABC ) , the ceo of Bluescope gave his view . He made some pretty fair points and obviously was not too happy about it.
Lots of companies are already reducing their carbon footprint so I think it's coming one way or another. Unfortunately , I think it's going to be messy in the interim.
