Obviously this Journalist has a high level creditably and the "commercial production until 2027/2028" is in relation to the output from the oxide plant. So before this the "savvy financial journalist" believes that the concentrate plant will open, achieve steady state, then complete the plant expansion to double the tungsten output and build the oxide plant.
I have been surprised they have not done a capital raise to take advantage of the market cap. But see it is part of the NASDAQ listing in the US which is smart and will give them a bucket load of cash to fund there expansion.
Meanwhile over a EQR they have a 350t crushing plant that was fully funded years ago and is still sitting in a shed waiting for them to raise more cash.
