"build 1 larger 'demonstration plant' (thats for you SP3) say 5mtp"
You cant have a 5mt/yr plant and call it a demonstration plant. That's called a commercial production plant. ESI has always said they have to first build a demo plant and scale it up progressively...hence 5mt/yr (initially) is impossible.
