I agree the problem is the inability of governments to manage the money The fires in Victoria, people are still living in tempory accomodation, what happened to the money. Look at all the other disasters where money was raised or promised, the people are still waiting to see it. The amount the levy will raise is not worth the administration that has to put in place to run it, ie it will cost more in public service costs than they will actually raise because it is too complicated
