    I thought the same.
    It's possible they're sitting on significant resource (why not, it's the Ashanti after all!) and now know it!
    Perhaps cap is for 'plant 2' to maximise prod and returns? Cos 1 plant can't cope with discovery.

    Positive thoughts.
