From a business point of view I agree with Matt747 whereby it is a good opportunity for BSL to scrap the Aus operations without having any significant backlash - the government has forced their hand so what choice do they have. China does not care about any carbon emissions.
However, from an Australian point of view I am disappointed that they are putting the nail in another manufacturing industry in Australia.
What will we be left with once the mining boom stops?
