This latest proposal isn't to do with Codex is it? Or just a completely different power grab? So, it's to stop people using plants as drugs. Look what has happened since they have been banning certain "drug" plants already, the illegal drug industry is the world's biggest(or the weapons industry, it's a toss up) with so much crime, addiction, loss of civil liberties, expansion of police forces( and the extra tax to pay for them)and gaols etc.
