The PM has stated the new tax needs to hurt so that people change their ways and produce less CO2.
If Crean now says that all the tax will go back as compensation, then no-one hurts and the tax cant have any effect.
Both statements cant logically be true.
Bear in mind that if they collect $10 billion in tax, they will lose of the order of 41 billion in administration and compliance, so its just not possible to return it all anyway.
