The consulation process has been going on for along time and you are quite right is still being thrashed out.From as far as i can gather there has been many meetings of industry councils since around August last year.I guess from there they have come forward in annoucement to the public debate arena of parliment.Dont think for a moment it has not been going on without consultation with industry leaders or people not being invited to do so.
