tax cuts instead of carbon tax?

It seems that Gillard & co are shaping up to give tax cuts instead of imposing a carbon tax. Presumably the tax cuts will be for low and middle income earners.

She says the aim is to punish big polluters. Not sure how this will work. Some questions that come to mind:

    1. Will Australians reduce their use of fossil fuels as a result of this action?

    2. Will big polluters still pass their costs along to end users?

    3. By how much will this reduce Australia's emissions compared to the rest of the world?

    4. Just how will this influence the major emitting countries to act? In ten years time will they have reduced their emissions substantially?

Please note that I believe that the world's climate has been changing constantly for the last 4.5 billion years. And will continue to do so until the solar system expires in a massive explosion.

Also that I think that the human race is polluting the world at an alarming rate. Also that the idea of humans continuing to multiply at the current rate appals me.
