Yes, lots of unanswered questions, Rose.

One wonders if this is another "policy on the run" from Ms Gillard on the back of an envelope to try and reverse her sliding polls.

It is a shame that labor PMs do not have the same consultative approach with their MPs as most other Australian political parties.

This is the reason that coalition MPs are free to speak out or even cross the floor, so any policy has to be in the best interests of the people for it to stick.

Sadly, labor heavyweights can simply call the shots and, IMO, is the cause of much of labor's trail of debacles.
