While obviously concerned about the workers I do feel that the FDA would be looking purely at the manufacturing aspect of the operation with a view to ascertaining that product was being produced to a highly reliable quality standard & in a completely hygenic condition. I'm not sure they would be involved in other aspects of safety around the whole laboratory/factory complex.
