Banjar I am happy to inform you that you are wrong. If you read the announcement Bayan are paying for the coal once it hits the stockpile.

The benefit that Bayan has over KRL is that they are a lot bigger group and have good relationships with barging operators and are able to mobilise barges to the region when the water levels rise up at any time. The rest of the time they can use the barges at their different operations. KRL only had the one operation and hence would have to pay for the time charter for the whole month but may only be able to use the barge for 4 or 5 days. SO what Bayan are able to do is monitor the river levels and when they start to rise they can remobilise three or four barges to the Mamahak port and quickly load as much coal as possible and transport it to their transhipment area for thse three or four days. Then as the levels drop they can then shift the barges hence making maximum use of the barges.
