Guys,

I had been in this industry for awhile, and there has never been a DFS "Draft Copy" not issued like several days before the Final Copy is released. Most of the "Draft Copies" usually are released a week before the deadline - for the Senior or Official People to peruse in detail.

Telling me that it is only now that the Board is going to peruse, is an absolute "crap". You may be able to pull the leg of some people but not to many people.

There is definitely a "big" deviation to what was originally perceived by the management to what actual being "signed off" by the DFS Engineers and Auditors.... that's for sure. That is why it takes a lot of time for the Board to come up with an approach to release the news in such a way that it won't affect the market sentiment that much...

I could be wrong, but to my experiebnce, that seldom happens.
