I agree that one has to be very careful with unallocated programs to ensure that the operator really is buying metal and also, if they are offering free storage, there is a business model that justifies what is obviously impossible (as there are costs with storage).
You allegations against the Perth Mint have been raised in other forums and I have addressed them in the links below in defense of your basically defamatory statements (as you are alleging we are engaging in fraud by not buying metal).
