Looks like a seller keeping a lid on the price, 50K lots keep popping up, and this 70c level seems a real resistance point around the 30 day moving average. Maybe the seller is suppresing the price in readiness for approval shortly. Technically everything is converging quickly, boll bands etc, towards a breakout, it better be the right way of course.
