Might I also add (hit enter too soon) that the recent tender debacle just illustrates how over their heads the whole issue is, if your costings do not match that of 14 private companies by 50%, well what else can I say (and don't give me the collusion price fixing nonsense, how did 14 different companies price fix in secret under full public scrutiny).
If I delivered a project budget that turned out to be 50% under i would have my head on a platter
