One way for certification to be funded is for Airtronic (or any other weapons manufacture) to pay and then receive a credit on royalty payments for manufacture and sales of lethal ammo up to the value of their funding towards certification. Such an agreement could have all sorts of clauses, such as, exclusivity on sales to US gov for 2 years. Royalty payment credits would still only be the value of funding towards certification.
I have absolutely no evidence something like this could work or is even remotely possible. It's just a made up theory about one way of funding certification. It removes the financial burden from MST and is relatively risk free for the manufacture who funds certification.
