AUSTRALIA has less than 5% of world carbon emissions so a cleaner energy source for China from Victoria will contribute in the reduction of lignite use in China.

Greens approved of the climate change white policy paper, now if Gillard is serious about world shift in use of lignite ,INFRASTRUCTURE FUNDING towards developing port of hastings and rail to port,would be a start.

China may even contribute to the funding if it was to receive a guaranteed off take agreement price for BCE .
