That may be the case but correct me if I'm wrong the $1.77 issue to investors is restricted for 12 months ie those investors at least can't sell for a while.
Yes the approval is key and it will be up to the skills of the Company management and that they do whatever it takes - within reason - to get the deal done.
In the meantime the speculation (approval) can go either way but I feel it is leaning towards approval being granted.
