I agree with microtrader: "That was certainly not the trading halt I was hoping for... but I'll reserve judgement until the detail is released."
I also agree with mjshackl: "OK, let's not blow our loads just yet. I am surprised to say in the least about the cap raising, but we do not know what the capital is intended for, so it is premature to say it is just to cover operating costs."
I have faith in the company and Nigel confirmed this morning with me that the statements he emailed me yesterday are true. "We remain very happy with progress. Regarding the deal - I can assure you TIS is in the drivers seat because it's also a matter of who we want to have a strategic relationship and work with. Our objective is to do what is the most appropriate for successful future operations of the company and that is in our shareholders best interest." "The Board and management continuously review the companies financial position and is happy with the cash position."
In my opinion, the capital raising announced this morning is not for the operating costs and would open better opportunities as mentioned in the following posts.
From rocksinhead: "Well if someone wants in, and with a deal on the doorstep, and the cash position is OK, then they better be paying a premium to the current share price"

In my opinion, since TIS is in the driver's seat and control the deal, one possibility is the capital raising is for regulatory aproval process (read TDA's post above).
Dr Steve Mercer said recently that the agreement is close. So, another possibility is the capital raising is for the potential partners/institutions.
Long term investors will get very rich in TIS. Short term investors do not have enough patience to enjoy future great rewards.
