over the 0.8m sulphide intersection I'd estimate that there would be 65% sulphides. Chalcopyrite = 33% Cu. If the sulphides are 100% chalcopyrite then the grade will be 33 x 0.65 = 0.8m @ 21.5%Cu.
I could be totally wrong, though I suspect from the image that the sulphides are not 100% chalopyrite and that there is some pyrite or pyrrhotite in there too. In that case the grade will be less than 21.5% Cu.
