Hard to tell. Could be a straight honest piece? Or if we are to believe other recent comments the stumbling block is the wealthier land owners that don't want to loose their cheap labour to a high paying mining company, this may then be a bit of PR spin to make the wealthy feel guilty and come under pressure from the masses because someone is stopping something that is going to add KGS 1.5 billion to the economy per year? Developing negotiating and political leverage???
