Sorry but in a modern industrialized country that statement seems to be untrue except on a short term basis. In economics full employment is not something impossible. For the Classics wage flexibility does lead to equilibrium at full employment, while for the Keynesians the lack of full wage flexibility can be offset by government spending.

In other words, if at any point in time you are willing to accept a lower wage you will end up by getting a job or if you are not willing to accept a lower wage but the government starts deficit spending then you also will end up by getting a job.
