I intend looking into this further as I asked the same question as you have.
It would seem rather odd to me if IPT have the U rights exploration licence but because they don't have the relevant and appropriate coal licence another company could begin exploration on the same ground for a different commodity? At this point in time I'm going to assume that it's a matter of applying for the coal exploration licence for example.
When I know more I'll let everyone know.
