I think you will find it is owned by the church..Firstly I didn't see the names mention of the owners..And I spent MANY months in Amsterdam in the 90s and have a number of friends who live in Amsterdam who informed me about who owns the red light district..Notice the BIG church right in the middle of it??
Also I would assume it is done in a similar fasion to the group of individuals..(actually one individual) that owns ALL of the strip joints in Perth as well as the Harley shops but does not have his name on ANY legal documents..owner by stealth I believe..
