    To quote:
Malcolm Potts and others from the University of California at Berkeley, as reported in the journal Science on 9 May this year (2008), concluded after a careful review that ?condom promotion is effective in epidemics spread mainly through sex work, as in Thailand and also, to some extent, among other high-risk groups such as men having sex with men. Although condom use has also likely contributed to HIV decline in some generalized epidemics, there is no evidence of a primary role.?

The primary concern of their review was the epidemic in Africa where they found condoms made no contribution to reducing HIV rates. They then looked at what worked amongst the heterosexual populations in Africa and concluded that from the evidence only two things worked to reduce HIV rates. They were male circumcision and reducing multiple sexual partnerships.

At the moment I cannot lay my hands on the exact detail.
