I don't understand the second half of your sentence here. It's my understanding that time moves forward regardless of CTP's action...

But more seriously you might remember that early last year roads in the NT were seriously damaged by heavy rains. CTP had to wait for the NT gov't to repair the roads. This was the main cause for delay last year, and nothing could be done by CTP to fix it. Even if they wanted to repair the roads themselves, they couldn't have done it, because they don't own the roads.

I think you mean to say that Century will avoid doing *anything*. To avoid doing nothings means that you will be doing something...
