I don't know if this is interesting but, I guy I play Tennis with is pretty high up the food chain at Shell. And I asked him what they do when they farm in and are not operators. He said depends on how important the drill and the operators experience is but they usally give Tech support and they might bring in there A team to drill(They have a team of experience drillers that they use around the world.). He also said that more than likely Shell would be operator in all but name only. I didn't specifically ask about this drill. As he said there pretty much get there own way when they are putting up $. I hope this helps and I know it doesn't give a definitive answer, But I didn't want to ask him specifics as he would have told me its none of my business.
