Possibly they need the egm/ratification so they can put in place a DRP for the next distribution.
I see they have given themselves the option of underwriting the DRP, so suspect could well end up with what I'd consider a "false" dividend yield - i.e. one in which all dividends paid out are offset by equivalent dilution of interest.
