Instead of the 'vast majority' being put to good use it should have been 'the majority'or 100% if some forthought had been put into it.Instead of pokies being fed and gallons of Fosters in London or Bintang in Bali being drunk it could have been used to create work and jobs in this country by insisting it was used on services only.
