we offer hand outs to too many that don't need it. Simple greed.
Dust...$100 agree re teachers salary increases.
The only issue I see with prinipals apllying the increase is so many teachers are itinerant in there roles.
That said I think some basic principles can be applied to the majority.
When I was a State Manager back in the corporate world National office gave us a budget for all departments. We had 15 staff (salaried) and if we received a budget for salary increase of 3% then we decided who received how much. Some could receive 5% and others 15 based upon performance against criteria ie KPI's and also in part how they achieved vs personal objectives.
If Principals 'managed' teachers and their income was more performance based I think they would be more productive.
Over all a decent without being outstanding budget that I have seen so far.
I don't believe all the numbers but then I never do because so much can change that is out of our hands.
