The chance of a surplus next year is nil since they don't even plan for that, it's expected the year after next.
As to growth I think that will be enormous over the next year due to three factors.
1) The continuing mining boom.
2) Rebuilding of public and private infrastructure following the recent natural disasters.
3) Recovery of the rural sector following the breaking of the drought over most of Australia.
