That's a $2-B+ question for the case of SDL squidd.
My point is that, why would SDL worry (or think) about servicing or taking on board someone else's IO production to it's railway, IF, the actual SDL Mine or it's production (for that matter) has/have not actually being put to reality (or started) yet?
I think there's a lot more important stages or steps for the SDL Project "to focus on", than someone else's production or transport needs.
