    BB I don't think it's likely there will be retrospective changes in Victoria. Couldn't be justified on cost grounds - the scheme can be stopped when it adds $10/year to the cost of the average household electricity bill as it is, which is not a lot of money; and the other cap is the 100MW power.

    Despite some signals to the contrary, like Hazelwood delay and alpine grazing fiasco, I think this Vic govt is probably relatively enviro friendly (some Lib Vic govts in the past have been very enviro friendly). Not sure though, they'll need to do something soon to prove it. Hard to expect too much before the Federal carbon policy but maybe a solar plant at Mildura (like was supposed to happen before), or additional wind power, or a network of electric car plug in stations or similar.

    They are keeping the desal plant - not much choice with the low Melb water supply, let alone the cost of breaking the contract I guess.
