You have got to be joking. Have you ever flown over the Lao PDR? There are hundreds of kilometres of high mountains, deep valleys and thick jungle between the Bolaven Plateau and the Northern China-Thai road. Have a look at the map.

I expect the alumina will have to be transported via Vietnam.

Nitpicking: "There is no rail anywhere in Lao." There is a short rail link from the Friendship Bridge at Tha Na Laeng to Wiengchan the Lao capital.
