YES!! It was sooo long ago (9years) that i last attended university that i completely forgot that today's student downloads HUGE quantaties of stuff like music videos, movies etc. back then it wasn't conceivable one could download a whole film! So yes.... universities undoubtedly have quotas that are insufficient for most students.
Regarding transmission distance. It is way in excess of 250m. The BGL website does mention the radius. It was 30km or posiibly 3km. I should check.
