Most of the money went to build schools. Hardly a waste. Matter of fact i am proud when i go past the scots(state of the art basketball court),Holy sprit(hall upgrade and library),st pats(sports centre) and all the public school classrooms and halls. Why shouldnt they upgrade the schools? I bet there isnt any complaining if it was any of your childrens schools.Plenty of private shcools did very nicely out of it. Gave me something to do for 18 months.
